Nobuo Fujita was not only the pilot on the raids they were his idea. His main role was as a reconnaissance pilot but he wrote to Japanese Naval Command with his plan and gained their approval. After the war Fujita would visit Oregon a number of times and after his death some of his ashes were scattered in the forests of Mount Emily.
